[MilCom] P-8As in air-air comms on 303.0

P-8A BuNo 168430 and P-8A BuNo 168431 are in air-air comms on 303.0  MHz.  
They refer to themselves as "430" and "431." 431 is going to drop  buoys off 
the coast of Cape Canaveral despite thunderstorms in that area. They  
discuss the success they had dropping buoys recently off shore near Eglin AFB.
