[MilCom] 11175.0 - ANDREWS standing by for traffic

     11175.0 was active at 0330z with ANDREWS (good levels but very
poor distorted audio) bcsting a number of longer EAMs and ending the
xmsn with the "standing by for traffic" statement (x2) and out.
