Good to know about the ceremony, but given the altitudes, this was an 
arrival into the DC area, not a departure.  Still on the ground at 
1600Z, AFAICT.

No USCG VIP arrivals into OAK recently, and both 01 and 02 appear to be 
in the DC area.
