This is definitely a USA MARS operations. As for the tactical call, from a 
US Army MARS trng guide found online:

Agency Call Signs - There are call signs and licenses for use by Civil
Agency Stations. These special call signs are allocated under the prefix
block "AAN".

Military Unit MARS Station/Club Call Signs. - Military unit MARS station and
club call signs are assigned specific three-letter suffix call signs as
follows:

. Regular Army: The suffix "UAA" through "UZZ". The exception is that the
suffix "USA" is reserved for area gateway stations.
. National Guard: The suffix "NAA" through "NZZ".
. Army Corps of Engineers: The suffix "EAA" through "EZZ".
. Army Reserve: The suffix "RAA" through "RZZ".
. Club Stations: The suffix "CAA" through "CZZ".

U.S. military units may identify their station with assigned tactical call
signs to interface with MARS operators when no unit MARS call sign has been
assigned or when use of their regularly issued MARS call sign might
jeopardize their current mission. An example of a tactical call sign would
be "Big Sky 5"
