15016.0 kHz is a USAF HF-GCS Primary frequency. You can learn more about

The transmission you heard was probably an EAM (Emergency Action Message). 
These messages and Skyking messages are commonly heard worldwide on the 
HF-GCS network. You can learn more about these messages at the links below.
