[MilCom] DRAGON 21 U-2 Over Saskatchewan

DRAGON 21 (U-2) logged above FL600 working Winnipeg Centre 124.3, exact location or direction of travel unknown. Was cleared at some point on his journey to a block from FL600 to FL700, but to resolve some paper work issues the Winnipeg centre controller re-cleared DRAGON 21 to "above FL600". 

1855 UTC Sat Nov 5, monitored from Regina, Saskatchewan. 

Also, at the same time, heard DRAGON 21 calling MINOT COMMAND POST on 311.0, and also "any radio" on 311.0, with no answer to any calls. 

Shortly after, another aircraft on the ATC frequency asked the centre controller if they can tell them what type of aircraft was working above FL600. DRAGON 21 answered the question, "U-2".
