[MilCom] OUTLAW 74

Logged Saturday, May 28, 2011, just before 2300 UTC (1700 hrs local time), OUTLAW 74, self-id as a "military helicopter" flying VFR from Swift Current, Saskatchewan to 15 Wing, Moose Jaw. 15 Wing was closed at that time, but in talking to Winnipeg Centre advised centre he would be flying the ILS approaches at 15 Wing.
Winnipeg Centre does not control any of the approaches to 15 Wing (that's done by Moose Jaw Terminal, which of course was closed), and OUTLAW 74 advised of that. OUTLAW 74 flew the approaches anyway, doing a blind broadcast on 126.2 (Moose Jaw Tower) of their intentions.
OUTLAW 74 indicated after flying the approaches at Moose Jaw he would be flying on to Regina. Unfortunately I had to leave the radios, and never did hear anything else, nor was I able to get to the Regina Airport to see if there were any helicopters on the itinerant ramp.
My question for the group: Does anyone know who uses the callsign OUTLAW? I really think this is a Canadian military helicopter, but I don't have OUTLAW on my list. Anyone else?
If I had to guess, I would guess this was one of the Bell Rangers used for training from Southport, Manitoba. I've heard them before, but they have always used the callsign RANGER. I'm thinking OUTLAW is a new call sign for these helicopters from Southport.
