[MilCom] MIL: 8992.0 - ANDREWS standing by for traffic

     8992.0 was active at 0100z with ANDREWS (good levels here)
bcsting a 32-character EAM (PU5357) at their h+00/h+30 rebroadcast
time and ending the broadcast with the "standing by for traffic
statement" (twice) and out.  Also active on the other HFGCS freqs with
same.
