[MilCom] 4724.0 - RATED MAN standing by for traffic

     4724.0 was active at 0030z with RATED MAN (fair/good levels; new
day OLIVE OIL) bcsting PBYKXX and PB2EEE and closing with the standing
by for traffic statement.  Also heard on 8992.0 (weak) and 11175.0
(weak).  As with the earlier h+00/h+30 xmsns these was strong hum on
his audio that dropped during the 2nd reading of the first string.
