[MilCom] 11175 jamming

I have been hearing a jammer or constant digital signal in 11175 for
the past few weeks now. At times, I can hear Andrews transmitting EAMS
 under the jammer. 

Has anyone experienced the same problem?  If so, what is your prognosis?
Could it be unusual propagation from south America? Long Skip from elswhere?
Any thoughts welcomed.
