[MilCom] 11175 odd transmission

 arriving from work at 1930z. Turning on the radios. Noticing an
annoying digital signal on 11175, I turn off that radio. for a 
period of 11 hours, I have tuned across 11175 and noticed the same
digital signal. I have never heard such a long period of time one
signal had been transmitted. It is still going at 0636z. Is this a 
jammer or some type of data transmission?

 Anybody?

 I would like to know what it is so I can get a de-coder for it.
