[MilCom] SATCOM PIRATES

Hi to All my Friends,
                      here in Italy I hear many frequencies between  
240 and 290 MHz occupied by people that speak portoguese language. I  
know that these are "pirates" from Brasil that employs military  
satellites, but I should like to understand some things :

I hear DOWNLINK where is uplink frequency? + 41 MHz ?

what kind of RTX these pirates employ?

in other word : how works this thing?
