For clarity, Jody is not saying this is an intentional relaying of the ATC  
comms via Satcom.  It just so happens that that one of the Fayetteville RAP 
 A/D freqs 295.0 is also the uplink freq to the AOR Sat, so the Sat 
receives  the transmissions and thereby transmits them on its downlink freq  261.4.
 
This same phenomenon has been noticed elsewhere on other freqs. For  
example, in the Los Angeles area on:

sat from your  location try 261.400 AM mode. I have found a very good feed of 
the APP/DEP  control at Fayetteville North Carolina airport being relayed on
