[MilCom] US Military Plane Spotting? Re: Plamespotter guilty found guilty of using scanner

Haven't seen too many posts about "on scene" monitoring activities here in 
the US.  Are most monitors too close to the fence line/approach zone being 
told to move on, or has it relaxed a bit.  Seems at KCEF they will still 
check out anyone close to the fence line.
