[MilCom] 15016.0 - ANDREWS

     11175.0 was active at 1730z with ANDREWS (good levels with mild
fading) bcsting a 238-character EAM (OPJUU6).  H+00/h+30 activity.
Heard with same earlier at 1700z.  Distinctive repetitive (19
characters between most 4-same character groups with a double
character 5 characters into the 19-character block, etc) formatting
and ending in a common 14-character ending block.

     Andrews was active at 2252z (stopped by a FOXROT bcst) on 23 Oct
10 with an 81-character EAM (OPOEPF) with noticeable formatting.

     This is exercise season.
