Looking at their website it indicates they are located both at Fargo & 
Minot.   Perhaps they will link with the Minot smart net trunking system? 
Since they were on FM and didn't change, it is very likely they had an old 
radio system that they got a waiver on to operate.

I noted that the State Guard office had a bid request in for VHF radios in 
the 150-162 mhz range, but I would assume this is for interoperability with 
other state & local agencies.  This was subsequently cancelled with mention 
that the radios would be obtained via the GSA Advantage contracting Website. 
I could not find anything on the federal biz opportunities site specifically 
related to Fargo ND ANG operations (although there was information for radio 
sytems both for Minot & Grand Forks).

I doubt that they would go to a commercial LMR system for the base.

Perhaps they are changing out their system and are relying on cellphones for 
communications OR just don't have too much to talk about when you are 
monitoring.   Although generally at least the security net should have 
activity on a regular basis.

I think your best bet is to continue to search the 138-144, 148-150.8, 
162-174, & 406-420 mhz frequency ranges. (but just for the heck of it check 
out the commercial LMR's & other public safety networks in the area).   This 
really can be fun, exciting, challenging, as well as down right 
frustrating!!!
