[MilCom] MIL: 11220.0 - PROTOZOA and OFFUTT

     11220.0 was active at 2342z with PROTOZOA (weak/unreadable here)
working OFFUTT (fair) for an attempted phone patch to a DSN and
commercial number with no luck.  PROTOZOA gone and OFFUTT returning to
listening watch. Moved here from 11175.0.

     Earlier at 2320z a weak station was up on 11175.0 with "standing
by for traffic" and gone.
