[MilCom] Is this a WBFM signal? Link to recording and questions.

Im a WBFM noob. Could this be a Travis AFB Tacamo? http://www.youtube.com/watch?v=GGyo6VR8l2I 
I first found this in a am search and saw 286.1 was posted as a WBFM freq on Radio Reference. On another day got some more in FM mode. I don't have WBFM capability. Is there any understandable coms on these freqs with a WBFM capable radio? What is the bandwidth? I know there are am ssb channels mixed in. If you have a ssb capable radio on these freqs can you tune them in clearly?
