Thanks to Joost who told me this is OH ANG returning from TDY in Hungary.

Since my last post, here's some more logs:

1439z  128.325  CACTI 11  flight check in w/ZBW block 24-26 with TREND 61.  He told ZBW they will split off when they determine 
which destination they are going to.
1449z  255.400  CACTI 11  wkg FAA FSS looking for weather at Wright Patterson (KFFO) or Springfield (KSGH) for 1600z.
