[MilCom] MIL: 4724.0 standing by for traffic

     4724.0 was found active at 0106z with UNDULATE (or sounds like;
fair/good levels here) bcsting a 28-character EAM (5VHRA3) and ending
with the standing by for traffic statement.  At the conclusion of the
bcst he responded to an apparent SKYMASTER call and received traffic
(maybe a 4-element group) for an unknown Name ## callsign (unable to
understand the id; aircraft unheard here) and out.
