[MilCom] Spill of National Significance (SONS) exercise

Just saw a report on the 6 o'clock news about this.  Looks like it will
be a good scanning opportunity for Federal, State, Local units involved.
It will be a two day exercise March 24-25th.

The scenario will be an oil tanker colliding with a car carrier 16 miles off the coast
of Maine in a snow storm.  Massive oil spill to be contained.
