[MilCom] 8992.0 - TANK CAR standing by for traffic

     8992.0 was active at 0130z with ANDREWS bcsting their h+00/h+30
restoral of the 32-character IK43P5.  At the conclusion of the EAM
xmsn TANK CAR (weak/barely readable with fading) came up on freq with
the "standing by for traffic" statement twice and gone.
