I've been listening to this, too.  CUFF CONTROL (NORAD WADS controller) 
with FRED 06 (C-5B 86-0016) ... I think the thing he was cleared to do 
was "STRANGLE MODE 2" (i.e., turn off your transponder?).  He's said 
some other interesting things:

FRED 06, CUFF COPIES; FRESNO HAS BEEN PLACED ON BATTLESTATIONS

FRED 06, de CUFF ... FRESNO HAS BEEN SCRAMBLED

FRED is also up sporadically with ZOA/134.15, so he's offshore.  Mode-S 
says he's at FL190.
