[MilCom] MIL: 8992.0 - HOME OWNER standing by for traffic

     8992.0 was active at 0219z with HOME OWNER (weak/mostly readable
but with fading; female opr) bcsting a 123-character EAM (W3?CBH;
maybe W3GCBH) with a common 14-character ending block, with nothing
heard on 4724.0, 11175.0 or 15016.0. Poor propagation here this local
evening.  She ended her xmsn with a "standing by for traffic"
statement.  Exercise.
