[MilCom] Robins AFB TRS

Two recent trips to Warner Robins, GA have indicated that the Robins AFB TRS
is now mixed mode, using both analog voice talkgroups and P25 digital voice
talkgroups.   Previously listed frequencies for the system remain the same,
but the 116th ACW has moved from the 8### analog TGs to some new P25
talkgroups:

TG 40528    116 ACW (P25)

TG 40784    116 ACW (P25)
