25k refers to a 25 Khz bandwidth satcom channel.
I listened to 8971 on a online radio friday night and
Orion 02 in comms with Western Sky (TSC North Island, CA)
said they may have figured out their satcom problems and
asks western sky to initiate on 25k.  Orion 02 said they
did not copy their transmition but did copy one from Unclouded
(TSC Kadena, Japan).  Later, Orion 02 said they copied transmitions on DAMA
voice but unable to get a good two-way check.
DAMA is Demand Assigned Multiple Access.  A trunking system on satcom.

The comms regarding satcom start at 3:43 in the recording.
