   Usually used by FAA's "Flight Check" aircraft.
   They use it nationwide for air-air comms as well as for  air-ground 
comms with the airport ILS folks on the ground.  
Personally I have never heard anyone use it except the Flight  Check acft, 
and they are not heavies, but anything is possible.
