[MilCom] MIL: 11175.0 - BASS HORN and OFFUTT

11175.0 was active at 0229z with BASS HORN (good levels with
noisy audio, later fading to weak/audible) working OFFUTT (good to
poor levels here) for a phone patch to a common DSN 939 number. The
ground party was id'd as POST STAMP. POST STAMP always had BASS HORN
at poor/broken levels and did not appear to be able to complete the
connection.
BASS HORN attempted to have OFFUTT relay a request to POST STAMP
to have POST STAMP "QSY to frequency CHARLIE ECHO." At 0245z BASS
HORN requested that POST STAMP meet him on "HF frequency 10.060". A
few minutes later POST STAMP changed the freq to "6?97" (believed to
be 6697.0; too weak in the noise to make out the 2nd numeral.)
Nothing heard here on 6697.0 [a common TACAMO EAM xmsn freq.].
