[MilCom] Northern Virginia Milcom - REACH 1107

Hi guys,

Going back through my logbook, and in some logs I never got around to
posting, one stands out:  REACH 1107 on 10.21.2009.

1832Z  133.900  ZDC-Calvert - REACH 1107 (usually a KC-135R 22nd ARW)
- FL220 cleared to FL260 QSY ZDC-Brooke 126.875 to FL310 "we are on a
Close Watch mission" to FL340 QSY ZDC-Norfolk 133.825.

Question is:  these 22nd ARW guys roll through Washington/Dulles (IAD)
on a weekly basis, and after having come up short on a Google search,
does anyone know what exactly "Close Watch" is?
