[MilCom] Revised Northeast Refueling Map

Hi all,

I revised and updated the Northeast Aerial Refueling Map to include the
new AR-80 and 81 routes.

I've also included AR-68V which is a helicopter VFR refueling route off Long Island.
The AP-1B had no listed freqs for this route so it's for visual placement only to aid
the local listeners in that area.
