[MilCom] Army Test Ops Frequency

Actually Mike it just isn't the Army but it is a nationwide assignment for 
civilian firms as well (Flight Manufacturers Flight test Support). It is 
also a nationwide flight schools assignment. All this is per the official 
FCC assignment table for the civilian bands. I have put together the list 
and it is available on the MT website at
