Basically if the local city/county adopts certain rules on land usage next 
to high noise area, one of the provisions is that right in the sale & 
purchase document for any residence it clearly states that the home is in a 
high noise zone/aircraft approach departure zone.

I'm sure DM's runways where built long before most of those residential 
housing project were built.   It's unbelievable what has to be done at times 
by the military as well as us taxpayers for these homes in noise 
incompatible areas.
