[MilCom] TacSat-3 to Launch from Wallops 3rd try

The weather is so bad I thought they were trying to launch it up here in 
Philly :)   We got a few hours of sun today.  Who knows when it will 
show again.


Speaking of sats, I read that the sats are budgeted for upgrades. 
Apparently they're now monitoring EM in addition to optical. I'm 
wondering what can be picked up from `up there'.  Obviously physics will 
dictate what propagates to that level, unless I don't fully understand.

Ideas?
