Please re-read the excerpt from CHNAVMARCORMARS BCST 03-09 below. The Navy 
has ASKED to be let out, it has NOT been decided yet.

You should probably listen to Navy-Marine Corps MARS nets for any relevent 
information on this issue, not the speculation that other MARS services are 
talking about on their nets.

2. ALL THREE MARS SERVICES HAVE OPERATED UNDER THE MANDATE OF REF A, WHICH 
IS STILL VALID. REF B IS A PROPOSED UPDATE TO REF A AND IS IN THE PROCESS OF
