[MilCom] [MilRadioComms] "Winky" on 11175, 11220, 11460 kHz USB

I though it was 'White Meat" I followed them through at least 8-10 qsy's
as they could not establish contact. I wonder why they did not stay on 11megs
where they were able to communicate.
