[MilCom] 11175.0 - ANDREWS and player

     11175.0 was active at 2112z with unknown player (fair/good levels
with rapid cyclical fading on signal; still too weak at closing to
catch the id) bcsting a 28-character EAM (HNYNB6) preceding ANDREWS
(good level) HFGCS bcst of same at 2115z.  Nothing heard on 4724.0,
8992.0 or 15016.0.  Excellent audio on signal but with possible light
400hz whine.
