[MilCom] PERGO?

Last intercept I had was his check in with Moncton Center at 1417z on 135.200  at FL410.
He is heading East.  I reviewed my recording and it is definitely PERGON 05.

I'm starting to think this may be a civil plane not military.  Anyone with SBS box please
chime in and let me know if you logged him passing through your area.  I've never 
logged a PERGON before.
