NW of Dayton, I did a little research and found this,

OUTLAW A-10 172ND FS MI ANG BATTLE CREEK MI

I remember 311.00 being used by someone in Michigan as a command post freq., I can find no listing other than this, 
311.0000   ACC COMMAND POST PRIMARY

I was under the impression that this was not an A-10, didn't sound like that to me, Maybe a two seater?
