[MilCom] Fwd; [MilRadioComms] More problems in Shuttle CAP

Tanker "Taboo 01" is having problems with boom; may not be able  to refuel 
Pitman 3# F-16s; F-16s are Bingo fuel to Shaw; will have to  divert if 
tanker cannot solve the problem.  

Tanker is back to using 262.85 for boom comms.
