My impression was that the remote transmitters were primarily on military
installations, with also the possibility of some being at FAA remote ATC
transmitter sites. It's possible that the air/ground transmitters have
higher transmitter output than the FAA ATC equipment. Furthermore, after
"9/11" the military now has direct access to all FAA radar sites (rather
than just their own), so there might be a common wire/fiber linking network
maintained by the FAA. It also is possible that you are experiencing short
skip conditions, that would enhance the signal strength.
Some milcom monitors think that wherever there is an air defense flying unit
(or forward operating location), there will be a remote HUNTRESS transmitter
site so they can talk (as well as send data) to the alert aircraft even as
they taxi for takeoff & climb out.
