[MilCom] F/A-18 with AUTOCAT enabled?

Within the last half hour I had a RIPPER or RIVER ## pass thru my area
on the climb to FL410. It sounded as if he had a AUTOCAT relay enabled
on 240.55. Not only could I hear him but I could also hear every
controller he was talking to. At one point he also dialed up an ATIS
but I never heard the identifier for it. ATC: 239.35>257.9>380.1
