[MilCom] MIL: 8992.0 - RAILMAN and LAJES

     8992.0 was active at 0119z with RAILMAN (weak/readable levels
here) working LAJES (unhead here) and requesting alternative freq for
HF data.  He was apparently told to stand by for 5 minutes.
