[MilCom] NAVY RC 002 on HF

All the P3's are "owned" by the wing now, most all squadron maintenance 
personal work for the wing now and squadrons use what ever aircraft is 
up, that's why the tail codes are going away because the squadron don't 
"own" the aircraft now.
