[MilCom] BEAVER c/s

Was just tracking BEAVER-1 on 323.050 KZJX Crestview, FL. He was at FL 370
then requested 410, apparently this was denied, he then asked for 390 and
settled at 380. Then the pilot confirmed frequency 391.100. I've been
monitoring this freq fir the last 5-10 minutes with no comms. 

Does anyone know this c/s and what 391.100 is. I see back in October, Gray
Ghost mentioned BEAVER-27 but no designation was given.
