[MilCom] 11175.0 - LATCH PIN

     11175.0 was active at 0025z with LATCH PIN (or sounds like; weak
until finally fading into the noise floor) attempting to work LAJES
(unheard here).   At 0027z he raised PUERTO RICO (unheard here) and
then faded.
