2116Z : SCOUT 99 wkg Westover TWR KCEF on 348.750 - can we proceed N or the field? ..... Left base, gear down, full stop.

If I had a clue an E-3 was nearby I would have raced down there .... but I caught him way too late.  I have no idea if he left again ....
