[MilCom] SUMMIT 22 westbound/AR-111

SUMMIT 22 (C-130H, Peterson) is up with Memphis Ctr
VHF 118.875>126.45 westbound @ FL240 requesting a tops
report.

AR-111 is active with INDY 81 (KC-135R, Grissom) and
SENTRY 61 (E-3, Tinker).  Boom freq is primary 348.9
but they are not flying the whole track.  Choosing to
turn back west earlier than usual due to weather. 
Kind of flying an anchor pattern.
