[MilCom] 295.800 air to air

2057 CST   0257z     295.800     air to air between Jake 14?, scalp 95 and scalp 99 talking about cloud layer and icing.  I am a mile behind him and can not see him, have him on TCAS.   
                               Jake FL 21.5 talked about returning to Tinker KTIK.  Scalp flights stated they would return to Barksdale KBAD.
