I'll take a WAG and say it was CLEAN ..... possibly KC-135s since you heard them on victor.
DIK is vortac in N.Dakota, DPR is in S. Dakota .... logical continuation would be to Sioux Falls, home of 114FW [F-16]. Possibly a deployment coming up ........... ???
