Have you tried a non resonant antenna, for example, rather than an antenna
cut for 118 - 136 MHz, something for 450 MHz or even 900 MHz? I used to use
a telescopic antenna with a BNC connector. If I found interference on the
frequency I was listening to, I would shorten the antenna to the point the
interference lessened or disappeared, but I could still hear the primary
signal. In once instance, I was listening to one frequency that hopped
about in a group of about twenty. There were also a half dozen other users
on the same frequencies. The one I wanted to hear was closer, so I used a
cell phone antenna and about 60 dB of attenuation. I found the only signal
I ever heard was the one I wanted.
